Abstract: This paper examines some of the issues that affect the quality of statistics from the Internal Revenue Service's Statistics of Income (SOI) program for individual income tax returns--a statistical system based on administrative records. Inadequacies in the type of data available from administrative records, taxpayer reporting errors, processing mistakes, and other dimensions of quality are described. Considerable attention is given to the impact on Federal statistics, and particularly on the SOI program, of statistical budget cuts (dollar budget and burden budget) which are threatening the quality of statistics generally, whether from surveys or administrative records. Some observations that may warrant consideration are provided on how to preserve the needed quality of Federal statistics. [ABSTRACT FROM AUTHOR] |
