Florida county develops a successful information access policy.

Abstrakt: This paper reports on issues that were discussed by an ad hoc Public Land Information Consortium on data access, formed in Palm Beach County. Issues include: the proliferation of computer resources for the public and private sector, greater compatibility among computer systems, growing public awareness of the potential for individuals to use government data, and the failure of current laws to address emerging public records issues. The mission statement of the Consortium is summarized. Goals discussed include reasonable access, the creation of formalized access methods, reasonable response time, and setting justifiable charges. A model policy structured for access to public information is outlined. A text of the Council's policy for the use of public information is also presented. [ABSTRACT FROM AUTHOR]
