Freedom of information is an attempt to gain for citizens the right to access and obtain government information. The first part of this paper (attitudes) isolates certain laws, traditions, and regulations which influence attitudes affecting the flow of information within and from the government. The second part (reality) isolates the problem, summarizes what has been happening, and proposes a solution.
