Computer-based information services.

Abstrakt: Problems of evolution of abstracting services created by the growing flow of information are discussed, including those related to personnel, budget, application of new methods, and specialization. Factors restricting the development of information services are considered. These include, among other, high development and production costs, the conservatism of the average user of scientific information, and the shortage of suitably qualified specialists. Questions associated with the establishment of an international abstracting service are discussed. Results of first attempts to develop international computer-based information services in the fields of medicine, chemistry, and space research are shown, and the main problems which have been faced are discussed. These include: (1) the incompatibility of computer programs in different countries; (2) the shortage of manpower and different levels of personnel qualifications in different countries; and (3) financial difficulties.
