The article reports that the Des Plaines Public Library, Illinois, is becoming a library district. The library, which is a municipal library, shares its services including human resources, accounting, public works, and electricity— with the city. Becoming a sovereign district would mean having to cover those expenses on its own. Under a district system, the tax cap would take effect. The change also could create a problematic scenario because the city owns the parking garage adjacent to the library. |
