A Study on Meta-evaluation Indicators and its Causal Model for Talent Quality-management System

The Talent Quality-management System (TTQS) as an important role in the development of national talent training, needs to propose a complete and comprehensive improvement. This research adopts the " QUAN—qual design" to explore the evaluation indicators of the TTQS and its impact relationship model. Based on the research background and motivation, the subjects of TTQS assessment system are the contributed training units and related current positions. This research also discuss the problems of the existing system and evaluation process of the TTQS, and the basic structure of the implementation of the Stufflebeam's Meta-Evaluation as the research structure, performing the study of meta-evaluation. The purpose of this research is stated as follows: 1. Construct a model for studying the TTQS assessment system. 2. To explore the recognition and difference of perception of the TTQS meta-evaluation indicators (evaluation plan, evaluation design, evaluation process, evaluation results, application and improvement, etc.). 3. Analyze the weighted indicators system for the evaluation plan, evaluation design, evaluation process, evaluation results, application and improvement. 4. Analyze the research subjects’ impact and relationship on the evaluation plan, evaluation design, evaluation process, evaluation results, application and improvement. In order to accomplish the above research objectives, a questionnaire is adopted from the “Talent Quality-management System (TTQS) Meta-evaluation Indicators”. A total of 2,339 questionnaires were distributed, and 1,003 valid questionnaires were returned, the response rate was 60.79%. Reliability and validity analysis, descriptive statistical analysis, independent sample t-test, variance analysis, posterior comparisons, correlation analysis, and structural equation modeling analysis were used to examine the data, the following results were obtained: 1.The construction and research methodology of the TTQS meta-evaluation research structure has its research contributions. 2.Respondents Medium-highly agree with TTQS meta-evaluation indicators. Some background variables have significant differences on the TTQS meta-evaluation indicators in terms of the levels "evaluation plan", "evaluation design", "evaluation process", "evaluation results" and "application and improvement". 3.Regardless of AHP or ANP (sequential mode and interactive mode) analysis results have an impact on the "application and improvement" level of weight value is clearly different from the levels "evaluation plan", "evaluation design", "evaluation process", "evaluation results" and the relative performance and impact of indicators can provide improved TTQS priority thinking. 4.There are direct and indirect relationships between the evaluation of the TTQS indicators. Conclusively, recommendations are provided for "training units", "evaluation committees, counsellors and training instructors", competent authority and follow-up studies based on the conclusions of this research. This can be a reference for TTQS system improvement and future research recommendations.
