This study explores the relevant analysis of the operational safety specifications of high-altitude cranes, and through the case analysis and legal aspects, understands the characteristics and key points of high-altitude crane operations, and hopes to provide relevant conclusions to the practitioners' practical and management reference. This study was conducted in the form of case studies and interviews. This study designed the semi-structured interview questions on both the legal and practical aspects, including a total of eight interview questions. The interviewees included industry leaders and professionals in the field. Interviews were conducted between January 2019 and March 2019. Interviews were recorded, and verbatim drafts were recorded after the interviews, and the research focus was summarized and discussed. This study presents research conclusions based on two levels of issues. The main points of the regulation are summarized in three conclusions: (1) the rigorous and strict regulations for crane road driving, (2) the strict screening of drivers for license and operational capability, and (3) the gap between training and practice. The main points of the practice are summarized in three conclusions: (1) the driver gradually becomes a talent fault, (2) avoids personnel violations to prevent major accidents, and (3) pays attention to the management of the driver to improve the quality of work.
