Increasing Papua New Guinea sustainable tourism industry has only become a dream in the blueprint. The PNG Tourism Promotion Authority 2006’s ten-year development goals 2007 – 2017 Tourism Sector Review and Master Plan have reached its anticipated timeline. This study is focused on understanding the main issues affecting the implementation of 2007 – 2017 tourism master plan and to recommend some effective strategic approach for Enga Community Based Tourism (CBT) as a sustainable development strategy and as a tool for poverty alleviation. Bottom-Up policy development in partnership with District Development Authorities can set a new benchmark in delivering a sustainable rural community-based tourism industry with effective participation. Enga Province’s tourism industry has a potential tourist destination with its ever-popular annual Enga Cultural Show and other CBT initiatives with promising and attractive tourist segment throughout the districts. Such a true partnership with ‘Enga Culture and Tourism Bureau’ and Wapenamanda District Development Authority together with Yaramanda and Kaiamates communities a successful CBT such as Lime Ridge Ecotourism can be developed as a model project.
