A Study on Risk Management of keelboat in Taiwan

Recreational boating has always been popular. It can be both individual and team-based—regardless of the numbers of participants, sailing enables us to explore the beauties of the open sea. As the public’s environmental awareness increases, emphasis on green energy as well as the precautionary approach to prevent pollution enters the civic discourse. In conjunction, Keelboat, a type of sailing boat that primarily wind-propelled, is considered most energy-efficient and favored by many sailing enthusiasts. The extensive coastline of Taiwan, along with its desirable climate provides preconditions for its burgeoning recreational boating industry. In comparison with other countries, the nascent sea-based recreations in Taiwan presents a myriad of opportunities. As the recreational boating industry grows, the government seeks to increase the number of marinas and docks specifically for the accommodation of sailing boats. However, the precariousness of the open sea underlines risks that are unimaginable in land-based activities. The safety of cargo, cruise, and crew is of paramount importance, as well as the environmental impact. Therefore, the volatile nature of the marine calls for contingency, strategic planning, and risk management plan in mitigating or avoiding any potential hazards. For this research object is keelboat, and by documentation review to identify the definition of keelboat、the development of domestic yacht industry、the keelboat risk and its risk management theory, then to find out the risk factors of keelboat activity. After that, the researcher interviewed 6 keelboat experts to establish an expert questionnaire, then based on the data from 30 expert questionnaires to build a risk matrix of keelboat activity for analysis to come out the result and applicability and implications. Conclusions and implications are as follows: With regard to crew safety, "direct conflict with pirate" is the least common. However, once that occurs, it is advised to avoid the suspected bodies of water, acquire information on international rescue and insurance policy. With regard to cruise safety, "boat crashing" is the least common. However, once that occurs, it is advised that operating personnel should receive formal training and be familiar with the codes for a possible collision with another ship. Installing insurance before departure, sailing with caution and with the assistance of GPS devices is also advised. With regard to boat safety, "fire hazard" is the least common. However, once that occurs, it is advised to install related insurance, inspect fire extinguishing system regularly, handle fire with caution, and avoid handling fire when marine weather deteriorates. With regard to environmental impact, "damage in marina caused by typhoon" is the most common. However, once that occurs, it is advised to install related insurance to reduce the financial loss. On the other hand, taking precautions before a typhoon is also advised to avoid unnecessary loss. As one of the pioneering studies on keelboat activity using the framework of risk management, the research points out that the nascent keelboat industry in Taiwan still has potential to improve further. The expert survey used in the paper provides a valuable asset for further investigations. Potential discussions include the possibility of using keelboats for long distance sail, the docking of keelboats, its regional dependency and sailing experience, etc. Keywords: Keel Boat, Risk Management, Risk Assessment, Risk Matrix, Strategic Risk.
