Community Empowerment that can be Learned, Used, and Changed : Case Study of A Community Director-General Workshop in One County

This research takes a look at how one county’s Community Director-General Workshop impacted and benefited its participants’ professional skills for implementing community development. For this purpose, the researcher interviewed four community director-generals who have participated in the empowerment program to collect and analyze qualitative data. The research result shows that the community director-generals gained “learnable and usable” professional knowledge which helped promote “visible change” in the communities that include: (A) improved administrative skills such as applying for reimbursements and writing official documents; (B) increased competence to practice community management such as better problem solving skills, better skills to carry out community surveys, improved resource managing and networking skills, and having a better grasp of welfare information and social trends. However, the researcher also offers some advice based on the research findings for policy making to improve the effectiveness of these workshops: (1) Workshop participants should have basic work experience in community directing; (2) Organize small classes focusing on the details of practice; (3) Offering classes in different districts to ensure accessibility for those living in rural villages; (4) Broadening participation of the training courses such as allowing community volunteers to join as well; (5) Dividing the courses into basic, intermediate and advance levels to satisfy the actual needs of different participants.
