A study of decision making analysis model and system development based on hesitant fuzzy sets

In general, it is difficult to make decision without conflicts or inconsistencies because decision makers have different professional background knowledge, experience and preferences in the decision-making process. Therefore, how to effectively integrate the opinions of multiple experts or decision makers is the main task by using multiple criteria decision making (MCDM) method to solve the decision-making problems. However, decision makers usually cannot use the crisp values for evaluation when they face a highly complex and uncertain environment. As a result, using fuzzy numbers and linguistic variables to express the opinions of experts is a more feasible way. Therefore, decision makers use hesitant fuzzy linguistic terms to indicate their opinions will be more flexible and completely, further will reduce the ambiguity of the decision-making process. So, a consensus integration method is proposed in this study based on hesitant fuzzy linguistic terms. This study proposes an effective hesitant fuzzy linguistic value adjustment method based on distance function. Then, construct a consensus multiple-criteria decision analysis model, and develop an interactive group multiple criteria decision analysis system in order to strengthen the practical value of this research. Finally, this study conducts an empirical analysis of the evaluation of the quality of catering hygiene services in a National University student restaurant. This study invited seven students to form a panel of experts. Using the decision analysis system built in this study to evaluate the quality of catering hygiene services in student restaurants. The empirical results showed that the "health level" is the most important criterion, followed by "the rationality of the price" in four criteria. The store, "Ciaolin Chinese and Western Breakfast Shop", is the first rank among the five stores in different decision analysis methods. Therefore, the "group multiple criteria decision analysis model and system" proposed in this study not only has academic foundation but also can provide the value of practical application.
