The current government agencies use outsourcing development methods to build software system mostly. Some types of the projects are suitable for agile development methods in responding to the uncertain demand or rapid changes in business. However, the current government agencies use the thinking of traditional linear software development process to compile documents contents of request for proposal (RFP), bidding instruction and contract. Therefore, it is not suitable for bid solicitations and agile software development process. The main purpose of this study is to adjust the request for proposals, tendering instructions and contract bidding documents.Make it suitable for outsourcing bid solicitations which uses agile software development processes.The research methodology is based on four core values, twelve principles, and best practices of the agile software development approach, which are generalized four elements: plan, time, team, and product.Mainly adjust the chapters of the project overview, project requirements and management requirements. The project overview mainly tells manufacturers to use agile development process clearly.The project schedule is divided into requirements exploration, iterative development and final project management.Project requirements are split into overall requirements and project work contents.The project work contents are the items of the single iteration, including team member's plan, meeting plan, and test case plan et.In addition, the contents of needed contract and the contents of the tendering instructions are also adjusted and modified for bidding. The documents of the request for proposals, bidding instructions and contract are suitable for the agile software development. It is suitable for the government agency to adopt the agile software development process and it can also be used as a reference for the organization to use agile software development.
