The advancement of digital technology has changed the way people and the government interact. Besides, the convenience of digital data transmission has led to an increasing frequency of sharing of personal data between public sectors, and the threat to the privacy of people''s information has gradually increased. This paper intends to discuss how the sharing of personal data between public sectors should be regulated. Chapter 1 introduces the research scope and methods of this paper. The scope of the study is limited to the public sectors which meets the requirements of the data controller. The review is based on the Taiwan Personal Data Protection Act, and focuses on how the data sharing and processing should meet the requirements. The research methods of this paper are mainly based on literature analysis and comparative research. Chapter 2 discusses the regulations governing the sharing of personal data by public authorities in Taiwan. Chapter 3 analyzes the EU''s personal data protection regulations. First, we will discuss the EU''s personal protection order. Secondly, we will select the European Court''s personal judgments to analyze its opinions. Then we will introduce the current rules for the protection of personal data. Finally, we will introduce the Data Protection Act of UK, and the frameworks of sharing personal data between the UK public sectors, and compare it with Taiwan''s legal system. In the last chapter, the conclusions and recommendations of this paper are drawn from the discussion of the above chapters.
