Evaluation of Government's Mobile Application(App): Framework Development and Taiwan Government Apps Assessment

| Popis: | 107 M-government has been introduced and promoted for a long period of time; however, there is still some questions which is the effectiveness of government mobile application has not been noticed. Firstly, this study creates a government mobile application evaluation framework by reviewing literature. This framework is a composite of the e-government assessment, the mobile service evaluation indicator and information system assessment which is based on the theory of the policy evaluation performance indicator. Secondly, this research applies the government mobile application evaluation framework as the basis for the development of indicators and conducts an assessment survey which is targeted on 30 mobile applications of the subordinate organs of the Executive Yuan. The study found that the integrated quality of the current government mobile applications needs to be improved, and its social needs must also be enhanced. Based on the findings, this research proposes the following policy suggestions: establish performance management, increase marketing and promotion, implement usage needs assessment. |
