Incorporating the Concepts of Circular Economy and Production Factors to Assess Urban Energy and Material Flows

With the increase of urban population, the production of resources and economic activities are increasing, so it also gradually derives environmental, economic and social issues. In order to improve these problems, human beings began to focus on urban sustainability. Therefore, this study investigates the situation of Taiwan's urban use of energy resources and economic factors through material flow and economic factor analysis. Examine the input and output of the six major cities in Taiwan, quantify the differences, and use data envelopment analysis to examine the efficiency of all cities in Taiwan. Finally, I explore urban governance strategies that promote circular economy. The results of the analysis of the six major urban material flows show that the grain investment in Tainan City is about 940,900 metric tons, the secondary energy is the largest in Taichung City, with a total investment of 1.56 million metric tons, and the mineral investment in Taichung City is about 969.50 million metric tons. The amount of garbage removal is the highest in Kaohsiung City's output of 390,100 metric tons, and the greenhouse gas emissions are the highest in Kaohsiung City's emissions of approximately 31,713,900 metric tons. The waste recycling is the largest in New Taipei City's recycling and reuse of approximately 648,200 metric tons. According to the analysis of the economic factors of the six major cities, the employment population is about 194.70 million people in New Taipei City. The electricity use is about 15.27 billion kWh in Taipei. The official budget is about 16.07 billion dollars in Taipei. The salary is new. The northern city is about 129.78 billion dollars, and the industrial output value is about 729.62 billion dollars in Taipei. Through the analysis of the efficiency of all cities in Taiwan, it is found that the models designed in this study are relatively efficient in cities including: New Taipei City, Taipei City, Tainan City, Hsinchu County, Miaoli County, Changhua County, Keelung City, and Hsinchu City. The relatively efficient city in Model 2 is the same as Model 1. the most efficient city in Model 3 are: Taipei County, Changhua County, and Hsinchu City. From the point of efficiency, compared with model 1, the efficiency value of model 2 is only slightly reduced, and the efficiency value of model three is significantly lower. Finally, the paper proposes a circular economy urban governance strategy suitable for the six major cities in Taiwan. This study proposes different strategies from various indicators. In the case of food, it is effective to prevent food waste. In addition to changing consumer behavior, it can also increase the economic value of damaged food. Let the government work with areas related to biomass and provide innovative opportunities to reduce waste. The promotion of circular economy requires cross-domain integration. Therefore, in addition to being able to formulate policies related to the circular economy and assisting various departments to jointly promote the circular economy, it is believed that the government can reduce unnecessary waste and maximize its policy benefits.
