Housing Justice Practice?Discussion on Social Housing Policy in Taipei City

Popis: | 107 In recent years, housing prices in Taiwan’s municipalities have rocketed, and the public opinion about impaired the right to housing has become stronger. Simultaneously, the discussion of social housing and social housing policy began to become a trend in mid-2000s, becoming a policy discussion and measure for government and mayor candidates to respond to public grievances against living issue. Facing problem of overly high housing prices, Taipei city’s response compared active with any other municipalities, which not only established multivariate housing policy but also viewed social housing as significant tool. For executing social housing policy smoothly, it has learned relevant experience from many countries through inspection. Furthermore, Ke Wen-Je, who has become mayor of Taipei city since 2014, take social(public)housing policy as main manner to practice housing justice. However, how does discussion of housing justice and plan of social housing entered the policy agenda?How is foreign policy experience accepted and translated by Taipei City?Why does the Taipei city government choose social housing as an important policy tool for practicing housing justice? This study uses qualitative research method, and most of materials are derived from the collection and analysis of second-hand data which are composed of in-depth interviews from multivariate stakeholders and news. First of study, it reviews the relevant documents of housing justice and policy mobility and articulation of foreign policy for acquiring knowledge of related theory. As to content of study, it is about discussing the reasons of housing justice appearance and stakeholder’s different cognition of housing justice, and exploring how the social housing be brought into Taipei city’s policy agenda and the process of articulation of foreign policy experience. Ultimately, it further clarifies what kind of housing justice that social housing policy of Taipei City has been practiced, and what is the meaning of social housing policy that it has been selected as main approach of responding high housing prices problem and housing justice discussion. Main discoveries of study are as follows: 1.In mid-2000s, the emergence of the discussion of housing justice and the social housing policy in Taipei City was closely related to the rise of social justice and numerous opportunities which are only exist in the Taipei city. In short, they are the product of "time-space coupling." 2.Base on the consideration of election politics and city governance, Taipei City Government views social housing as the main measure to respond the discussion of housing justice. Besides, in fact, social housing policy in Taipei city is executed through the temporary alliance between government and multivariate NGOs which attempts to recover the balance of living opportunities among different stakeholders in Taipei city as soon as possible. 3.Under the "small government and big market" system, social housing policy apparently is a temporary action which is usually executed by big government. In other words, it is a by-product of the "seeking political balance". Moreover, in terms of effect, it cannot certainly solve the high housing prices problem, but only can produce temporary image of equal opportunities distribution. |
