The Study on the Determinants of Ferry Subsidy Status in Indonesia

Popis: | 107 Communities’ connection through adequate transportation service is a part of Indonesian government visions to create an equal welfare and support the economic development on remote, bordering, and outermost region. Hence, the Indonesian government has implemented numerous subsidy policies to encourage ferry operators to serve lots of small islands in order to create more connection between major cities and the bordering and remote islands. The Indonesian government has assigned 222 ferry routes within 30 provinces in Indonesia to serve communities by connecting several islands with the main islands on each province. Those ferry routes awarded with subsidized status are coined as ferry pioneer routes. However, the number of ferry subsidy routes has slightly increased every fiscal year which has raised the question on how to determine ferry subsidy routes. Two groups of demographical data on the subsidized routes and non-subsidized routes are collected and analyzed by the discriminant analysis technique. Various discriminant functions are tested and a function with three independent variables are found to have significant impact on the awarding of ferry routings subsidy status. The Indonesian government awards ferry routes subsidy based on their geographical position. The islands ports which has no land access or bridge to connect with their provincial capital city should receive the subsidy award. The amount of annual passenger volume is also found as a determining factor influencing the subsidy status of a ferry routing. Finally, the number of residents in a community is found to have the most significant influence on the determination of a ferry routing subsidy status. |
