The Impact of Service Quality and Individual Characteristics on Training Effectiveness: An Evidence from Vocational Training Institution in Taiwan

Purpose – With the rapid global economic and industrial changes, Taiwan is facing with socio-economic transformation and unemployment rate increasing due to the structural change of the human resource. It has always prompted the government’s attention of human capital policy development. Vocational training possesses functions of employment preparation, labor force maintaining, employment and reemployment enhancement, and unemployment prevention as well. With rapid change of industrial environment and social development, vocational training must be constantly changed in accordance with changes in the environment, also combine and expand the use of civilian training resources to increase vocational training pipelines and enhance competitiveness. Thus, vocational training units play an important role in the function of future labor force development for our country. The purpose of this study is to explore the relationship between the service quality of the training unit and the self-efficacy and motivation of the trainees and the effectiveness of the training. Design/methodology/approach – The study was measured by Kirkpatrick's evaluation model to explore the relationship between the unemployed trainees’ self-efficacy, learning motivation, the service quality of the civilian training unit and their vocational training effectiveness. To analyzes the variation between different individual backgrounds, self-efficacy, learning motivation and the actual experience of service quality each viewpoint on reaction, learning, behavior and results. A questionnaire survey method was conducted in this research, the aims at the research targets were the trainees who finished the unemployed beauty vocational training at The Institution of Modeling and Artistry from 2010 to 2017. This study distributed 479 questionnaires and obtained 216 valid samples; the effective rate of the questionnaires is 45%. The data was analyzed with SPSS18.0 Chinese version software using validity analysis, descriptive analysis, Analysis of variance (ANOVA) and regression analysis. Findings – The questionnaire was analyzed by expert validity; the Cronbach’s alpha coefficient of overall reliability is 0.97. The better service quality of the training institution get the better effectiveness of the training at the reaction and learning level; the stronger personal characteristics of the trainees get the better effectiveness of the training at the reaction, learning and behavior level; the older trainees get worse effectiveness of the training at the result level. Conclusions – The results are discussed in light of the contribution to the future direction of training institution’s service quality. The organizer should carefully examine the qualification of registered trainees to enhance the performance of trainees, and the quality of training courses to reduce waste of education resources.
