Research of Drafting Guidelines about Graded Maintenance of Urban Road - Road Pavement in Longtan District, Taoyuan City as an example

Popis: | 107 Since the restructuring of Taoyuan County to Taoyuan City in 2014, the improvement of road maintenance effectiveness is regarded as one of the main policies. Finance, budgetary and other businesses are under the jurisdiction of the Taoyuan City Government, how to effectively use resources and maximize the benefits of the district offices within a limited budget becomes an important issue. This study refers to the Japanese road pavement maintenance sorting mode, and based on the concept of Pavement Condition Index (PCI), aggregate the surveying road records of urban roads in the urban planning area of Longtan District, mining critical infrastructure applications and reported cases from citizen hotline (mayor's mailbox), objectively summarize the road classification method and pavement damage factor in Longtan City. According to the grading method and the importance of each factor reference to the impact of the pavement, the corresponding weights are given, and a set of grading maintenance guidelines for the roads in Longtan City are drawn up. The conservation guidelines developed in this study compares the sorting result of the current subjective experience ranking method with the single index ranking method of Longtan District Office, urban road sections frequently used by the public has higher conservation priority, sections not included in the sorting use other repair methods to improve road quality. Therefore, the budget can be used more flexibly and improve the accuracy of road maintenance decisions. Finally, coupling the Taoyuan City "Taoyuan City Road Maintenance Management Execution Plan Annual Assessment" evaluation project with the "Foresight Infrastructure - Urban and Rural Construction - Improving Road Quality Project" Operation Strategy, the "Longtan Urban Road Graded Conservation Guidelines" of this study responds to most of the key projects, it can be used to improve road maintenance performance and strive for more subsidies.
