Research on the Political Transition of Pingtung Area in the Early Postwar Period—From Takeover to the 228 Incident(1945-1947)

This thesis explores the political changes of Pingtung City in the early stage after World War II. During the Japanese Rule Period, the Office of the Governor-General took “Pingtung” as the name of the place in 1920; since then, it has been over one hundred years. At the earliest, Pingtung City was affiliated to Pingtung Street, Pingtung County of Kaohsiung State; not till 1933, it was upgraded to be Pingtung Pingtung City, Kaohsiung State and then it was reorganized as Pingtung City, Taiwan Province in the end of 1945 after the war. At that time, it was one of nine provincial cities with the same administrative level as that of Kaohsiung County, re-organized from Kaohsiung State after the war. Such a particular historical stage was initiated from the military and administrative take-over of the national government after World War II. Accordingly, we should first investigate how the United States and China planned the occupancy and take-over of Taiwan before World War II ended as well as the postwar process of the actual military take-over action and the reorganization of the administrative territory. After the administrative authorities were built up, the plans were drawn up in order to achieve the national government’s goal of implementing the constitution, so that the administrative executive office held the election of the delegates, in which the elitists of each county and city actively took part. Hence, such councils were set up one by one as the district delegates council, the county and city consultative council and the provincial consultative council. As a consequence, to make an exploration of the local delegates and their authorities of Pingtung City is also one of key issues of this thesis. After the administrative executive office ruled for one year and four months, the 228 Incident broke out and the March 4th Incident also took place in Pingtung City, in which the roles of the city government and the city councilmen have to be even further studied.
