The South China Sea is strategically important in terms of geographical location and one of the most important energy trade routes as a result of the large reserve of energy resources. “Rebalancing toward the Asia-Pacific” policy, revealed by the United States, has received support from the relevant countries. However, the United States must expand the Asia-Pacific region to the Indo-Pacific region and increase more international cooperation under the situation of non-consensus on China''s actions in the South China Sea. Japan and Australia have long-term ally relations with the United States, and India is a rising country. It’s reasonable for the United States to establish the cooperation with Japan, Australia and India in the time of transferring the focus of anti- terrorism and putting emphasis on the Asia-Pacific region. For Japan, India and Australia, the South China Sea becomes a major shipping route for these countries as a result of a large amount of business. In the point of view of business, it is necessary to cooperate with the United States to restrict China''s military expansion in the South China Sea. It takes more time to observe whether the South Sea will be much peaceful if the United States cooperate with other countries in different areas to “balance” the China''s continunous military action in the South Sea without any compromises.
