A Study on the Recruitment Training and Management of Public Library Volunteers: A Case of Two Libraries in Taichung

To manage the increasing work loading and promote the quality and quantity of service, public libraries generally recruit volunteers, provide them with training about library knowledge, and administer them appropriately to enhance the staff. The purpose of this study was to explore the volunteer needs assessment, training design, and implementation status of two public libraries in Taichung. After literature review, a semi-structured interview, with two different interview guides, was designed and conducted. Five librarians responsible for volunteer affairs and nine volunteers of two public libraries in Taichung were interviewed about 45-60 minutes. Before every interview, a small questionnaire was conducted to collect the interviewee’s background information, and the data was transcribed and coded to formulate the conclusions. The conclusions of the study as follows: I. Volunteer recruitment in public libraries: 1. Volunteer needs assessment lacks of flexibility and efficacy. 2. Public libraries tend to use concentric recruitment to recruit appropriate volunteers. II. Volunteer training design in public libraries: 1. The training design is explicit. 2. The general volunteers’ professional training is insufficient. 3. The programs are focused on personal growth training. III. Volunteer management in public libraries: 1. The volunteer management needs to be reinforced. 2. The alternative measures of rewards and benefits are active. 3. The volunteer withdrawal mechanism remains arguments easily. Six suggestions refer to the conclusions: 1.designing deliberate recruitment plans 2.sharing volunteer human resources with local communities, 3.planning diversified professional programs, 4.encouraging volunteers to take training courses, 5.establishing a sound management system, and 6.evaluating the procedure of withdrawal mechanism.
