Work-related, Autonomous Learning: An Exploratory Study of Taiwan\'s Civil Servants

Taiwan’s civil servants’ work-related, autonomous learning is important in today's dynamic world. This learning style could promote human resource development and efficient government. Taiwan government and academia advocated work-related, autonomous learning for years, but empirical research on this topic in Taiwan is limited. Based on theory and research on adult education and workplace learning, this study surveyed 425 Taiwan’s civil servants’ work-related, autonomous learning participation and factors which influence their motivation to learn. The results showed that civil servants learned to gain knowledge and to solve problems, but they relied on a great extent on independent learning activities. They devoted less time and learned explicit knowledge mostly. Personal and task factors are more influential than environmental factors. Five of the personal and task factors inhibited civil servants’ motivation, and seven of them enhanced it. Differences were also found between participants of different seniority. Participants who have worked 5 to 10 years in the public sectors, were more likely to participate in work-related learning for career development reasons and to consider colleagues have an impact on their motivation to learn. The implications of these results for research and practice are discussed.
