Study on Implementing Urban Renewal Act and Reconstruction of Unsafe and Old Buildings in New Taipei City

Popis: | 107 This study aims to explore the current situation of current urban renewal regulations and endangered reconstruction in Taiwan. Taking New Taipei City as a studying case, it analyzes the effectiveness of the implementation of relevant provisions and regulations, as well as possible problems and feasible solutions during the implementation of the regulations. Because urban renewal involves topics such as policy efficiency, professional technology, property rights integration, value distribution, and fundraising, and involves complex interactions between urban renewal entities such as residents, builders, and local government, qualitative research methods are used for data collection and analysis, which included document analysis method, comparative analysis method, PEST analysis method and case study method. This study found that the smooth promotion of urban renewal and endangerment reconstruction in New Taipei City is attributed to the coordination of regulations and implementation elements. In terms of regulations, there are four ways to apply for residents in New Taipei City, included “Normal Urban Renewal,” “Simple Urban Renewal,” “Endangered Reconstruction,” and “Disaster Preventive Type Urban Renewal” launched in March 2018. In terms of implementation, including the establishment of the Urban Renewal Office and Promotion Group, the third-party NGOs, the ICT technology, and the “Assisting the Civilian Self-Renewed Media Platform” promoted by the New Taipei City will help implementing the “Three Arrows of Urban Renewal” policy. The successful experience of New Taipei City can be used as a reference for other counties and cities to promote urban renewal and endangered reconstruction. |
