Taiwan’s achievement in democracy, economic miracles, low crime rate with very safe community life, plus medical advancements attract foreigners to visit and stay. On top of all these factors, it also has friendly people, which is known as ''the most beautiful scenery'' in Taiwan, so it has been the most desired destination of people from China, Hong Kong, Macau as well as other foreigners. It has also become the paradise of temporary foreigner workers. However, once immigrants are determined to have illegally entered or overstayed, or who have broken local laws are subject to detention and repatriation and if unable to be sent back in a short time, they must be disposed of alternative to detention, following certain rules - keeping in touch with the National Immigration Agency (NIA)before repatriation until their dilemmas are solved. However, many illegal immigrants in such transient status often choose to disappear from keeping in contact with the National Immigration Agency (NIA), and the policy of attaching importance to the human rights of migrants has been greatly reduced. This research aims at using GPS positioning technology to curb the disappearance of such illegal immigrants who have been given an alternative to detention. The technology positioning system has been developing from the past GPS positioning a to mobile phone base station positioning and WiFi positioning. The positioning efficiency and accuracy have been relatively improved. At present, the tracking of people's position in life is often applied to the prevention of the loss of the elderly and children. Currently in Taiwan, this GPS positioning practice is in use only to sex offenders on probation, in the near future an amendment of law can extend this technology to be applied to the illegal immigrants under alternative to detention, effectively protect their human rights as well as keep Taiwan safe and secure.
