Stepwise Analysis of Strategic Environmental Assessment of Regional Plans in Taiwan

The purpose of this study was to develop a stepwise evaluation method to assess the items of the environmental impact assessment documents, especially for the political strategies of regional planning, and to evaluate the regional plan which had already passed strategic environmental assessment (SEA). The proposed method in this study evaluated the effects of environmental impact assessment on each item through the statement validity assessment (SVA) process. According to the National Regional Plan of the Department of Construction of the Ministry of the Interior, five objects and ten key points were included in analyzing the regional plans. This study established the stepwise analysis process by this mandate for the regional plan for policy environmental impact assessment. Then, the importance, legitimacy, security, clarity, rationality, integrity and logic of the key opinions were categorized as major (M), secondary (S) and recommended (R). Referring to the SVA theory, the scoring method of stepwise analysis was proposed and discussed. Via the stepwise item assessment method established by this study, the stepwise analysis was applied to the regional plans of Taichung City and New Taipei city, respectively. The scores of the environmental impact assessment documents of the Taichung City before the EIA conference is 67.5, and raised to 81.5 on the final environmental impact assessment documents. For the regional plan of the New Taipei City, the scores of the environmental impact assessment documents were improved from 63.5 to 75.5. Therefore, the stepwise analysis in this study might be feasible for environmental impact assessment and related development activity in the future.
