A Study on Campus Security Performance of Taipei City Senior High Schools:An Integration of Data Envelopment Analysis and Balanced Scorecard Approaches

The purpose of this study is to assess campus security performance, productivity growth of 50 senior high schools in Taipei City from 2011-2016. In addition, this study examined impacts of determinants on school campus security performance. The sampled schools consisting of 26 public schools and 24 private schools are decision making units. This study used weighted slacks based measures (WSBM) data envelopment analysis (DEA) combined with the balanced scorecard (BSC) to assess overall performance/campus security performance and individual performances of the sampled schools. The individual performances were measured in terms of learning and growth perspective (LGP), internal process perspective (IPP), customer perspective (CP), and financial perspective (FP). This study applied Banker. Charnes, and Cooper model (BCC) to estimate returns-to scale of the sampled schools. The study applied cross-efficiency measure to identify the best practices of the sampled schools of overall performance and individual performances. This study employed DEA based Malmquist productivity index to examine productivity changes. Finally, this study used Tobit regression to examine impacts of environmental factors on school security performance. The results of this study show that : (1) the sampled schools performed a high level of LGP, intermediate levels of IPP and FP, and low levels of CP and OP ; (2) most of the sampled schools experienced increasing returns-to-scale; (3) D41 was the best practice in LGP; D30 was the best practice in IPP and FP; D37 was the best practice in CP ; D30 was the best practice in OP; (4) private high schools outperformed public high schools on IPP、CP、FP and OP ; secondary schools outperformed high schools on CP and high schools outperformed secondary schools on IPP and OP ; (5) schools with a high level of OP have high levels of IP, CP, and FP; (6)average productivity has slightly increased ; the growth is caused by progresses of technological change;and (7) school attribute and amount of students have negativy impacts on the OP of the sampled schools while with statistical significance;school location has a positive impact on the OP of the sampled school with statistical significance.
