Governments and enterprises face the challenges of many uncertainties derived from the rapid changes of global environments and industry or business models. They usually need to set up and implement projects or programs to deal with these changes. The success of a single project does not represent the realization of strategic objectives for organizations or enterprises. Inadequacy of project management in managing emergencies and equivocal conditions, it indicates the importance and inevitable development trend of organization-level program management. In 2016, the United States Senate passed the “Project Management Improvement and Responsibility Act.” It promoted the use of program management at national level of legislation. The top companies in Europe and the United States have generally set up the position of program managers. It is the best practice of implementing program management. Challenges appeared in universities including the rapid expansion of higher education, reduced numbers of college students, and increased numbers of unemployment among college graduates. Universities have conducted projects or programs to deal with these challenges. However, a gap occurs between organizational strategies and project outcomes because of the limitations of the traditional operation process or project management and a lack of program management thinking. Although program management has been valued in foreign countries, it is still in the initial development stage in Taiwan. The use of program management in enterprises has been found rarely, and it has never been used in the aspect of university development management. This study combined case study method with program management, system thinking, fishbone diagram to analyze current situation and problems of implementing career counseling system in the university. The feasibility and effectiveness of introducing program management was evaluated. Suggestions of using program management on university career counseling system and recommended adjustments by stages were provided. The results and recommendations can be a reference for universities, which will introduce program management to career counseling system. Expanding the application of program management to university development management is expected.
