A Study on the Foundation and Development of Interdepartmental Services of Household Registration Office－Fengyuan Household Registration Office as an example

| Popis: | 107 This study is based on the background of government policy in interdepartmental services and the case study of Fengyuan Household Registration Office. In the aspect of development of interdepartmental services, the government has already reached the following three achievements: (1) If the public have requirements in registration of movement, alteration of name, birth date, or national identification card, the Household Registration Office will automatically notify the Vehicles Office, Revenue Service Office, Taiwan Water Corporation, Taiwan Power Corporation to revise the data simultaneously. (2) The service of Birth Registration and Death Registration are already connected to Insurance Association, National Health Insurance Administration, Bureau of Labor Insurance that process settlement of insurance claim, enrollment of health insurance and payment of birth and death. (3) Those who apply passports for the first time regards the Household Registration Office the entrusted application authority for identity confirmation of passport application measures. The data in Household Registration Office also connects to those in Ministry of Foreign Affairs. This service is not only save time for the public but also very convenient. Besides, There are still some problems that the government needs to focus on: (1) The problem of computers. (2) The problem of human resource allocation. (3) the lack of educational and training awareness and the integration of different systems from different agencies. Finally, this study provides three suggestions to improve the development of Interdepartmental Services. (1) Integrate with agency cooperation. (2) Relax rules and regulations. (3) Provide the public to the service to apply at home. Development of interdepartmental services will become much more better and provide the best service within limit resources. |
