Study on the Supplement of Fire Hydrant Water Shortage with Agricultural Water – Example of Southern Changhua County

There are often many factors that affect the success of fire disaster relief, of which hydrant water is the main factor. However, if the fire brigade cannot get enough hydrant water near the fire site, it will not be able to effectively limit the fire. In this study the supplement of hydrant water shortage with agricultural water is focused, mainly to explore the awareness and acceptance of the use of agricultural irrigation water and improved agricultural pump outlet for firefighters in Southern Changhua. In this study, real cases on utilizing agricultural water as hydrant water and questionnaire survey are applied. The results are as follows: 1.Firefighters believe that while there is a shortage of hydrant water in the fire rescue, it is the most reliable way to request the support of the fire tank water. 2.Southern Changhua is a region with more farmland, and water from irrigation ditches is the most important supplement of hydrant water. 3."Easy to get" and "water storage capacity" are the main and secondary considerations for supplement of hydrant water. 4.Over 50% of firefighters in Southern Changhua are aware of the use of improved agricultural pump outlet, but they generally considered to be ordinary about easy to use, and it is rarely used no matter residential fire alarm or weed and garbage fire case. It is quite ordinary in promotion. 5.The frequency of using improved agricultural pumps outlet for weed garbage fires is significantly different from the firefighter's seniority. It is inferred that the reason may be related to the fact that the lower seniority firefighters are not familiar with the use of different fire-fighting equipment. The higher seniority firefighters are more flexible to accept other non-traditional fire-fighting equipment. 6.The priority on supplement of hydrant water in the area with no hydrant is significantly different from the different regional variables. It is inferred that the Southern Changhua area is dominated by agriculture. Therefore, it is easy to consider supplement of hydrant water with agricultural water when there is no fire hydrant. On the contrary, the non-agricultural area may not have agricultural water for hydrant water. Key words:Hydrant water, Agricultural water, Improved agricultural pump outlet
