Popis: | 107 The drug problem used in campus is always noticed by many country in the world. In our country, the population of the teenagers having drugs increase year by year and the recidivism rate is high. There is no efficient way to improve and deal with it. Moreover, the drug problem has existed in the campus for a long time. It makes the environment in campus be not simple anymore. The peer-effect cause the error having drugs. In fact, the average of the teenagers under eighteen in our country is twelve and half and up to twenty third percent are having drugs in the campus. Therefore, it should be not neglected to prevent the narcotic from the campus. Take the Ketamine for example, although the addiction is lower and the withdrawal symptoms is less than Heroin and Amphetamine...etc. But keeping using Ketamine for a long time cause damage to not only the brain externally but the urinary system seriously. Ketamine causes damage to the human body health. Moreover, it will effect the economy, make national competitiveness and raise the expenses of the medical care in the society. Recently, many communities have discussed whether the third level drug-Ketamine should be modified to be the second level to exacerbate the punishment including the observation procedures. But the punishment are still administrative penalty and lecture course due to the lack of the human resource to tutor it, no use of the reclaiming organisation and the labeling problems. It is not effective to prevent the teenagers from having the third level narcotic. The police suffer difficulties when they want to prevent and investigate it especially the public awareness - campus autonomy to reduce the interference from society for children having a simple educational environment. Thus, the social security is chaos. The campus is usually to be a hotbed of crime. If one or two students are having narcotic, the circumstance would change to be the group-narcotic because of the peer-effect. Therefore, the dilemma suffered by the first line police are that they cannot enter in campus for investigation without the permission by the campus, less police resource to deal with the problems in the campus, the effect of the new narcotic and there are no solutions in the government and the testing organisation in the society. By the ideas and solutions of addiction preventing from foreign countries, it is worth for referring how to force the autonomy to deal with the campus narcotic. In foreign countries, they take it for addiction like cigarette addiction and drinking addiction. It should be cared. The ways preventing narcotic in the foreign countries are by education, self awareness and disseminate the good and steady ideas. Understanding the harmfulness by the narcotic clearly in case of being addicted to narcotics is like healthy is able to resist the virus. Solving problems from the root reduces the population affected by the narcotics. |
