Empirical Study on the Application of Graphical Analytical Model to the Decision of Contractor Selection Method

Popis: | 107 There are three primary contractor selection methods for government public procurement projects, including Lowest Tender (LT), Most Advantageous Tender (MAT) and Heterogeneous Lowest Tender (HLT, or namely Pre-qualified Lowest Tender, PQLT). The determination of the correct contractor selection method (CSM) is a critical decision affecting the successful delivery of a construction project. Most prevailing practice on the selection of the CSM for a procurement project have been determined by the top manager of the procurement agency via her/his comprehensive consideration of all affecting factors. Without a clear evidence to support the adoption Heterogeneous Procurement Method (HPM), the procurement personnel usually tend to adopt LT for CSM to avoid violation of the regulation for ‘Abuse of Public Power for Private Profit’. Although there have been several decision support models (e.g., Price/Performance Analysis Model (P/PAM), P/PAM-Graphic Analysis Model (P/PAM-GAM), etc.) to assist the adoption of HPM proposed by previous researchers, such models use post-tendering data to construct the required analytic models. It is impossible to be applied for pre-tendering decision analysis for CSM. To tackle the abovementioned problem, this research proposes a Pre-tendering P/PAM-GAM (Pre-GAM) that builds a standard operating procedure (SOP) for the percurrent personnel to determine the most appropriate CSM based on historical tendering data using six methods, including: (1) standardization of historical tendering data, (2) modeling of bidder’s behaviors; (3) classification of high-performance (HQ) and low performance (LQ) bidders; (4) prediction of market ranges; (5) calculation of market price elasticity of performance; and (6) decision model of pre-tendering CSM. A prototype Pre-tendering P/PAM-GAM System (Pre-GAMS) is developed in this research of the proposed Pre-GAM is shown to assist implementation of the proposed Pre-GAM in practical applications with a selected demonstration procurement project. In order to verify the proposed Pre-GAM, three types of historical construction procurement projects collected from Jan. 2012~April 2018, which employed PQLT CSM to determine contractor, were collected and analyzed with the proposed Pre-GAMS. The analysis results show that the proposed Pre-GAM is able to resolve the problem for requirement of post-tendering data and make correct decision on CSM; moreover, the developed SOP is proven to be useful not only for the procurement personnel in decision making of pre-tendering CSM, but also providing a systematic SOP for the procurement agency in acquiring the most appropriate contractors. |
