Popis: | 107 Since 2000, more than two substantive party alternations have occurred in Taiwan from the presidential election to the local magistrate election. The purpose of party alternation is to re-establish a government with credibility and execution through a "free and fair universal suffrage system" and a "free competitive party system." However, the local level of party alternation is not as influential as the local factions, especially in Chia-yi City, where the political environment is extremely unique. Chia-yi City has a small size and a small population. It is praised as a "democratic sanctuary" by the outside world. Since July 1, 1982, Chia-yi City has been upgraded again to the provincial city, and it has been governed by non-party politicans for 23 years. Until 2005, the Democratic Progressive Party (DPP) candidate, Chen Lizhen was defeated by the Kuomintang (KMT) candidate, Huang Minhui, and the first political party alternation has occurred. Later, in 2014 and 2018, the second and third party alternations occurred one after another. Although the reasons for party alternations are numerous and complicated, they are related to the study of the factors affecting voters’ voting behaviors by the sociological approach, social psychological, and rational choice approach. For Chia-yi City, political parties are not well-functioned, but are controlled by a few people, resource allocation is uneven, and party members lack political asylum. In order to survive in a highly competitive environment, politicians with fewer resources will look for the local factions with greater leverage so that the influence of party alternation on local politics is far less than the growth and decline of local factions. However, the factional form of Chia-yi City is different from that of other counties and cities. The traditional pyramid-type local faction has a political leader at the top, and a hierarchical network system at the lower level. The relationship between members is very close. However, the factions in Chia-yi City are more personal, and each individual is self-supporting. The purpose of factional alliances is only to obtain short-term benefits from each other, and there is no deep emotional connection involved. |
