Popis: | 106 A new system often involves new concepts, new technologies, and even new working relationships, which impact on the existing cultural system and operational structure of the organization. Past scholars have pointed out that the cultural and institutional foundations of the organization have important influence on the technological frames, but this area is also rarely explored. When there is a high degree of conflict between organizational structure and the introduction of emerging technologies, it is a difficult but important issue for organizations to break old thinking, understand new concepts and use new technologies, in an attempt to fill this research gap, this study adopts technological frames as the theoretical lens to explore a local institution that has been established for nearly a hundred years, there is a clear hierarchy in the organizational structure and a large amount of paperwork is relied on in the operation, and the general staff is very experienced and the average age is high. In order to implement the smart system integration platform introduced by the government's smart city and Internet of Things technology policies, the organization members finally implemented the information system successfully into the daily operation process from the original resistance, worry and incomprehension. The findings show that (1) The community communication media (using LINE in this case) gathers the common awareness and dialogue of the members of the organization and has a key influence on the use of the information system; (2) As an informal communication medium, the social communication media plays a space for cultivating ideas, changing the dialogue formula of members and opening a communication window between members of the organization and external personnel; (3) Such a role supports the organization's members in understanding the information system in two main ways: a new framework built by internal understanding, and a re-framework formed by connecting external social relationships. |
