Fire Prevention and Control in Senior Citizens' Welfare Institutions - Taking the Fourth Brigade of the Fire Bureau of Kaohsiung City as an Example

Due to the increasing domestic aging index, the needs for senior citizen welfare institutions are also increasing. The majority of the resident are mobility difficulties seniors, and whether we are able to effectively evacuate the residents in case of a fire is the question we need to consider. Therefore when a fire break out in these institutions and we are unable to control the fire at the early stage or unable to properly evacuate, this will definitely involve serious casualties. Using 64 senior citizen welfare institutions in the administrative district of Fourth District Emergency and Rescue Corps of Fire Bureau of Kaohsiung City as our case study, we will be inspecting whether the fire prevention management is being fully implemented. Through interviewing the randomized fire prevention supervisors from the senior citizen welfare institution in the administrative district and related personnel from the fire department, it is cleared that fire prevention management system has been implemented for more than 20 years; however there are still room for improvements. For example, the indifference of fire prevention management system from the proprietor, the unprofessional fire prevention supervisors, the understaffed situation of the institutions, the increased ratio of foreign nurses, and yet implemented fire prevention management system from the fire department. Therefore in this study, with the reference from past literatures, the experience from being an evaluation committee and the in-depth field interview, we will suggest three perspectives for future policy amendment or further research – Policy Perspective, Fire Department Perspective, and Senior Citizen Welfare Institution Perspective.
