In the environment which is competitive and changes rapidly, software project development encounters many difficulties and challenges. There are many risk factors such as the change of demand, the complexity of communication between members of the project management team, technological innovation, and so on. Taking financial information as an example, the banking system is the most complicated. In order to pursue the goal of on-production and project closure, the demand for system development is pressing, it also faces considerable uncertainties. For example, changes in regulations lead to factors such as increased demand uncertainty and bad communication between teams, as well as inadequate project personnel capabilities. This has caused delays in the development process or the quality of the related projects that do not meet the customer's needs. This study takes a bank's information system project which is large-scale and delayed to figure out the factors of project delays and identify key risk factors by exploring the risk management framework. Furthermore, implement risk countermeasures to reduce the risk of development schedules to ensure and achieve project goals. Several major challenges faced by this project include the over-commitment of the deputy decision-making mistakes, which led to the failure, delay, or poor performance of the project, which is closely related to the success and failure of the entire project. Secondly, the members of the project are from different units, corporate governance cannot effectively play a role, these causing difficulties in communication and coordination. The last problem that must be faced is that the demands are unclear and full of uncertainties, leading to the failure of catching on the project timelines. This article focuses on qualitative research to sum up the phenomenon of observation and research. Through domestic and foreign scholars' risk research literature and combined with my own software industry knowledge to discover the most representative factors. The case project team has experience in handling risk management after the project delays, endeavoring to improve team communication, flexible project tactics, and rebuilding of trust relationships. At the end, the project goal was completed on schedule and customer also satisfied with it. The contribution of this article is based on empirical results. For Taiwanese software industry, it provides suggestions that based on the key factors for how to deal with the impact of project delay and risk.
