A STUDY ON THE SYSTEM OF ASSISTANT COUNSELORS IN THE NATIONAL ACADEMY OF CIVIL SERVICE

Popis: | 106 If the life arrangements and plans of highly educated and economically secure retired civil servants and teachers can be combined with the needs for volunteers in public bodies, this development has the potential to increase the efficiency of a country. Based on the above, the National Academy of Civil Service (NACS) has established an assistant counselor system in order to improve the evaluation of civil service trainees on life management, team discipline, and activity performance. This study aims to answer the following questions. (1) How does the assistant counselor system benefit training programs in the NACS? (2) Can current government provisions for using volunteers be applied to the assistant counselor system in the NACS? (3) Can the assistant counselor system in the NACS be more widely applied as a human resources management mechanism? This study used document analysis, in-depth interviews, and participant observation to probe the operation of assistant counselors in the NACS. The results show that the assistant counselor system helps the achievement of organization goals, reducing the burden of regular staff and contributing to a greater focus on core business and providing better service. Legally speaking, current government provisions for using volunteers can be applied to the assistant counselor system. However, in actual practice, the assistant counselor system needs to be revised and redesigned to effectively apply the government provisions for using volunteers. NACS should clearly determine the authority and responsibilities of assistant counselors and regular staff, and reevaluate the feasibility of using assistant counselors as a formal mechanism. This study also makes a number of strategic recommendations, including establishing units or personnel dedicated to assistant counselors, consistent and open recruitment mechanism, enhancing assistant counselors’ training, providing exemptions from regular assessments, and revising current implementation directions for assistant counselors. In addition, the volunteer service model can be redesigned based on the service model for non-volunteers to ensure the assistant counselor system is sustainable and act as a reference for other agencies. |
