Network Neutrality is an important public policy issue in United Stated. Since Federal Communications Commission (FCC) announced Network Neutrality policy in 2005, three orders has been issued continuously by FCC and has been reviewed by Federal Circuit Court for three times. This show the regulation of Net Neutrality has triggered many arguments in legislation. For the past few years, our country, Taiwan, paid more attention in Network Neutrality than before. Thus, this paper will explore the development of the legalization of Network Neutrality in United Stated, and focus on the constitutionality of the network neutrality policy from the perspective of freedom of speech. Provide reference for Taiwan's future broadband supervision direction.
