Food safety problems are frequently discussed recently due to public concerns with and requirements for qualified and safe food products (including fresh produces such as fruits and vegetables, and frozen foods such as meat products, and aquatic products) with reasonable shelf life. The managing of a cold chain has a significant impact on the food’s shelf life, food quality and food safety. This article aims to investigate the challenges and limitations that food cold chain distributors (including storage and trucking suppliers) may face during the development of their cold chain logistics services. The purpose of this research aims to understand the cold chain distributorss’ viewpoints on the degree of importance on various hindering factors prevent their successful operation in Taiwan. In addition, research findings of this study could also point a new research avenue for those who want to extend the research findings to develop feasible solutions to overcome current cold chain distribution challenges. This research employs the Analytic Hierarchy Process (AHP) technique as a research methodology. Firstly literature reviews are used to summarize and integrate the assessment elements, and to construct a hierarchical analysis framework based on the review before the AHP questionnaire is designed. The research found that the degree of importance of "hardware" is higher than "software". Among them, "insufficient WSN(Wireless Sensor Networks)" is ranked as the top important hindering factor, followed by "imperfect electricity supply facilities". Finally, the "uneven distribution of cold chain" and "insufficient awareness the importance of cold chain" factors are found to have the lowest degree of importance to hinder the development of cold chain distribution in Taiwan.
