Container port efficiency analysis in Southeast Asia, an application of two-stage network DEA

Popis: | 106 Port is a critical linkage of nation to integrate into regional and global economy, its efficiency contributes significantly to a nations' international competitiveness. Southeast Asia recently has emerged as a blooming market. Adopting the export-driven economic model, Southeast Asia has exhibited respected growth of seaborne trade. Not an exception, ports in this region also suffers from great volatility of shipping industry. Against this background, the number of research on ports of Southeast Asia is surprisingly limited. In this light, this study hopes to contribute a new perspective of Southeast Asia port’s efficiency among the top twelve ports. By great attempt of obtaining an insight of port operation in Southeast Asia, identifying more sources of inefficiency, this study applies Two-stage Network DEA model with decomposition of scale and pure technical efficiency, an extension of data envelopment analysis (DEA). The empirical results reveal the followings: (1) No ports in Southeast Asia is efficient in both two stages under constant returns to scale assumption, meanwhile, Singapore and Bangkok port turn out to be efficient under variable returns to scale; (2) Generally, the Southeast Asian ports’ failure of operating under constant returns to scale is mainly contributed by the inability to taking advantage of scale effect; (3) Specific policy implication for each port can be given by classifying port into four groups. |
