A Study on Amendments of Legal Regime to Promote Renewable Electricity in Japan: Additional Discussion on Local Participation

“We will fulfill our duty as a citizen of the world and contribute towards global issues. …We will also not be absent on the prevention of global warming and climate change.” ---2016 Inaugural address, President Tsai Ing-wen of the Republic of China. As an island state with a relatively large economy, Taiwan relies heavily on imported energy, at over 98.8percent of total demand. Despite the challenges this poses, Taiwan is determined to move towards a low-carbon economy. Taiwan took the concrete step of passing the landmark Greenhouse Gas Reduction and Management Act in 2015. In addition, in response to the Lima Call for Climate Action, Taiwan vowed to present its Intended Nationally Determined Contributions(INDC) in line with the principle of common but differentiated responsibilities and respective capabilities in light of different national circumstances. Therefore, carbon reduction is the goal established by democratic process. Taiwan has to improve the development of renewable energy. This paper aims to survey and track different renewable energy promoting experiences with the focus on changes in Electricity Act Amendment, Feed-in Tariff Amendment and EIA system in Japan. Then the paper further discusses the legal regime to promote renewable electricity in Taiwan, providing analysis on both the concepts and contents of the legislation which will ameliorate current intense situation.
