| Popis: | 106 The irrigation association is a peasant group that assists the government in promoting the development of farmland water conservancy projects. When the government restructures the irrigation association into a public service, what is the relevant law on which it is based? What is the relationship between the irrigation association as a public corporation and the government? And what is the rationality between the acceptance of the people's production and the supervision of social public resources? Are the assets of the irrigation association owned by the state public property? Why does the government's supervision policy affect the financial application of the irrigation association? This is the main topic of this study. In the analysis of relevant literatures and discussions in various circles, this study after the World War II, it was found that the government's subsidy or suspension policy for the irrigation association dues failed to reflect its actual operating costs, and reasonably gave the appropriate amount of subsidies, resulting in its financial difficulties. The organizational form of the irrigation association is therefore plunged into the turbulence of constant change. The irrigation association was originally a simple peasant group and assisted the government in promoting irrigation. After the collection of membership dues ceased, the finances were not autonomous and the income and expenditure could not be balanced.The irrigation association will still have to be self-financing to maintain its operations, but it is considered to be dependent on government subsidies to survive,and the competent authorities are also part of the public property, and in this way the governor will restructure the irrigation association, It is in charge of all the property and resources of the irrigation association.
