In 5th generation mobile networks, ultra-dense network (UDN) is regarded as a promising solution to increase system communication capacity per unit area, which can maintain the quality of service received by users as requirements of mobile networks grow substantially. However, when the distance between base stations (BSs) is greatly shortened, inter-cell interference (ICI) from neighbor BSs also becomes more intense. Cooperative communication between BSs is considered as one of potential methods to diminish ICI. Therefore, we hope to further apply enhanced inter-cell interference coordination (eICIC), which was designed for heterogeneous networks (HetNet), in UDN environment with some modifications. In this paper, we propose a two-tier scheduling algorithm, goal of which is to allocate downlink transmission resources by maximizing sum of all users’ utility in the system within acceptable time complexity, meanwhile, preserve the essence of eICIC. The whole research includes two parts: the first part is to compare effects of different algorithms in different scenarios by simulation program; the second part is the implementation of two-tier scheduling algorithm with eICIC support on OAI platform and use commercial dongle to test the effect of our algorithm. According to simulation results, our algorithm has successfully improved users’ utility, especially for those who require real-time service or are located at the service boundary of BSs. From the observation of the implementation results, our algorithm has indeed improved the utility of edge users, which has also verified the actual effectiveness of our algorithm.
