The Development Trend and Impact of an ISO Occupational Health and Safety Management System Standard

Popis: | 106 Taiwan’s workplace environment has changed from the agricultural era to the industrial age, and then to the high-tech industry era over the past 30 years. These industrial developments have created the so-called Taiwan’s economic miracle of Taiwan, but they also result in many occupational safety and health issues. The rising safety and health concerns among the workforce and increasing regulatory requirements have prompted Taiwanese companies to pay more attention to safety and health management at work. Consequently, systematic occupational safety and health management has become the mainstream. Since its promulgation in 1999, OHSAS 18001 has been actively promoted by certification bodies and non-governmental organizations in Taiwan. The Council of Labor Affairs formally introduced Taiwan Occupational Safety and Health Management System standard, TOSHMS, in 2007 by adopting and amending the basic requirements of OHSAS 18001 and ILO-OSH 2001. Currently, there are close to 1,000 companies have their TOSHMS or OHSAS 18001 certified. However, without strict and explicit requirements on management leadership and employee participation, OHSAS 18001 and TOSHMS are full of pitfalls. ISO 45001 is an International Standard aimed to assist organizations in all business sectors, sizes, and locations to effectively manage occupational health and safety risks in order to prevent injuries and illnesses caused by work activities. Publication of this International Standard is a much anticipated development since OHSAS 18001 was perceived by many as a semi-international standard. This study tracks the adoption of OHSAS 18001 by many countries as national occupational health and safety management system standards. The pitfalls of OHSAS 18001, particularly the practices of Taiwanese companies, are examined. To prevent ISO 45001 from following the footsteps of the past, International Social Security Associations’ Zero Vision, the 1991 edition of HSG 65, and ISO 31000 are used as supplementary for the design and implementation of ISO 45001. |
