The purpose of this study is to explore the issue policy, current status, benefits and negative impacts of Taiwan sports lottery. The global sports industry and the gambling industry are booming. The Taiwan Sports Lottery has been in circulation for more than 11 years since its publication in 2008. This study uses literature analysis and semi-structured interviews. Collect and organize the relevant literature on sports lottery. And interviewed 6 people from industry, government officials, academics, and consumer opinions. Analysis of the current status of Taiwan sports lottery issuance and the following conclusions. First, the Taiwan Sports Lottery Issuance Policy: The Taiwan Sports Lottery aims to raise funds to develop sports, since its release in 2008. More than 20 relevant regulations have been formulated. The government authorizes the issuance and operation management of ADATA Technology. The 10% surplus of the sports lottery is fully used by the Sports Development Fund. Second, the status of Taiwan sports lottery issuance : There are more than 10 sports items in the sports lottery with 27 kinds of gameplay, and continue to plan to increase volleyball, e-sports and other projects. The total sales amounted to NT$236.909 billion, creating a surplus of NT$26.399 billion. The number of dealers has increased to 1,500, and the quality has improved steadily. Third, the effectiveness and negative impact of sports lottery issuance: Positive benefits include I. Sports lottery can increase the sports game industry and sports industry output value, and also increase employment opportunities. II. Sports lottery can enhance the performance of the competition, promote the development of the sports industry and surrounding industries, and enhance the willingness of the people to participate in sports. Negative effects include underground gambling, excessive gambling or excessive betting, illegal purchases. Therefore, this study proposes the following five suggestions: First, increase the proportion of bonus expenditure rate; Second, the government should proactively promote the use of sports lottery surplus; Third, the establishment of sports development fund performance and review system; Fourth, strengthen the concept of responsible gambling; And the suggestions for future research : I. We can conduct quantitative surveys on consumers' perceptions and attitudes about sports lottery to optimize the sales strategy; II. Exploring the ways, objects, amounts and effectiveness of the use of the Sports Development Fund.
