The Correlation between Taiwan's Educational Unemployment Rate and Main Economic Variables: Verification of Okun's Law and Philips Curve

Popis: | 106 Reviewing the global financial crisis over past decades, such as the US stock market crash in 1987, the financial turmoil in 1998, and the global financial crisis in 2007, etc.These financial crises not only have a profound and far-reaching impact on Taiwan's financial market and economic development, but also bring about drastic impacts on the unemployment rate. With the expansion of Taiwan’s higher education system, a large number of higher education institutions have been established since the 1980s, but the phenomenon of "the educated unemployee" has revealed for recent years, which also might result in the burden of government’s public finance. The purposes of this paper aims to examine the relationship between unemployment rate and the major economic variables of Taiwan, and verifies whether the unemployment rate of each educational categories try to conforms the Okun's rule and the Philips curve. Empirical analysis was based on the statistics published by the General Statistics Office of the Executive Yuan and the Statistics Department of the Ministry of Education in 1982-2016 years. The empirical results show that, the relationship between unemployment rate and economic growth rate, accord with the Okun’s rule, but there is a positive relationship between the unemployment rate of female students and the rate of unemployment, which is contrary to the Okun’s rule. In terms of the annual rate of increase in the consumer price index, no matter what kind of education levels, the unemployment rate shows a significant negative relationship, which is consistent with the Philips curve. In terms of education expenditure as a percentage of the government’s annual output, it will have positive and negative relationship because of different educational level. Therefore, in terms of expenditure on education, the government should adjust the allocation of education funds at all levels and appropriately adjust prices to reduce unemployment. |
