This paper looks at the rise and fall of the Tang Dynasty from the point of view of the decision-making participants. In fact, the size of the control of the emperor's decision-making power is the most important factor affecting the rise and fall of the country in the era of autocratic monarchy, but the historical trend of the Tang Dynasty from the later years of Xuanzong tells everyone that Emperor' s control of the decision right is very weak. The emperor was transformed from a high authority figure to a puppet figure, which seriously damaged the decision relations between the original emperor, the eunuchs, the bureaucrat and the bureaucrat and the fence town, that is to say, the harmonious relationship between the emperors, the eunuchs, the bureaucrats, the bureaucrats and the fence towns was broken down by the great environment. And it broke down. The state of the eunuchs is the core of the decision of the eunuchs. The fence town, the bureaucrat have to see one side from the emperor to decide a small matter through the authority of the eunuch. The fencen town is a hegemony in the local area, and the local affairs gradually have the absolute power of decision-making, but basically they are still subject to the imperial supervision of the eunuchs. But the emperor's understanding of the fence town was everywhere. The administrative power of the bureaucrats was deprived by the eunuchs. The role of the decision-makers was reduced to the executor of the policy, and the struggle between the bureaucrats and the bureaucrats reduced their position. Therefore, the relations between the feudal officials and the bureaucrats and the emperor were far more direct from the eunuchs, and the relationship with the eunuchs became more direct. The relationship between the distorted decision-makers was an important cause of the fall of the Tang Dynasty.
