Popis: | 106 With the change of population structure and the improvement of medical technology, the elderly population in Taiwan increases year after year. In 2018, the elderly population was already over 14%. Since then, Taiwan has formally entered into an aging society. It is estimated that in 2022, the elderly population will break through 20%. Taiwan will then have stepped into an aged society. This aging society needs to develop and support a perfect and sustainable long-term care system. Whether human resources are sufficient is the topic that our country has to formally discuss. A stable and sound long-term care system needs a lot of manpower. The problem of long-term labor shortage of the last ten years is still waiting to be solved. It is not just the topic about individual willingness to work, but the overall system needs to have an in-depth review. This study aims at beginning the long-term care policy. It discusses the supply-demand relationship of the long-term care system and human resources. It also understands the current difficulty of using the long-term care manpower. It raises the possible development strategies about long-term human resources in the future. This study uses human resources as a research approach. The methods of qualitative research, literature analysis and in-depth interviews are used to collect relevant data. Through in-depth interviews, the research object is selected by way of purposive sampling. Through semi-structural in-depth interviews, we tried to find out possible solutions. The study found that the use of long-term care and manpower, as well as training methods, should adopt multiple patterns. Talent retention should not rely solely on the current training system, but also pay attention to the gap between academic theory and practice after training. We must try to find out the real reason of the outflow of talent to solve the problem. Furthermore, scholars and experts believe that human resource training is mostly on paper and fails to meet actual needs. In addition, cross-sector cooperation among relevant government departments has to be consolidated, and the direction of policy rolling is not clear. This is the predicament that hinders the long-term development of the long-term business, which in turn causes the human cultivation system to operate. This study proposes policy recommendations through in-depth interviews. The implementation of the long-term care system aims at the ageing population in the local area. It truly highlights the importance of long-term care human resources, and must return to education to set the foundation. The important concepts of long-term care start with family education and school education to facilitate the long-term professional manpower training. The relevant labor and manpower policies must be effectively coordinated and appropriately oriented towards the industrialization of social welfare. Therefore, the production and academic community can work together to create a strong foundation of long-term care human resources. |
