Popis: | 106 In Taiwan, the urban planning made in early days was short of parking lot planning, unable to satisfy the needs brought about by urban development. Secondly, many parking lots were built without feasibility assessment and economic benefit assessment. As a result, many parking lots were built in the areas with low parking needs and low economic benefits. Without carefully selecting the parking lot sites and without analyzing the parking needs, many parking lots are unable to satisfy parking needs and became idle space, also known as “mosquito halls”, meaning the waste of government funds. Now, this is a critical topic – how to design parking lot sites as a multi-objective development project in accordance with local needs, allowing the parking lots to satisfy parking needs and at the same time serve as commercial space in order to optimize land use and maximize economic benefits. Using literature review, expert opinions and interviews with the competent government agencies, this study has assessed and analyzed parking lot sites as a multi-objective development project with emphasis on the planning, execution and review of the multi-objective use of parking lot land. Two-phased expert questionnaires were employed to acquire data. In Phase 1, the appropriateness of indexes was assessed using expert questionnaire. By using the indexes, 6 objects and 24 criteria were examined and revised. In Phase 2, the importance of indexes was assessed using questionnaire, interviews and expert opinions. Lastly, Expert Choice 2000 Group Decision Analysis Software was employed to analyze the weights of the evaluation indexes in order to present recommendations for the multi-objective use and development of parking lot land in the future. |
