A Study on the Employment Policy for Disable Persons-an Example of the Public Sectors in Taichung City

With the increase in the population with physical and mental disabilities year by year, although the government has implemented legalization process and taken specific actions to improve the protection of the right to work of people with physical and mental disabilities, this study still has discovered policy deficiencies during the collection of relevant literature and observation of practical operation of policies. Therefore, in addition to pointing out policy deficiencies, this study intends to propose improvement strategies to complete the employment policy. This study found that the current employment policy for people with physical and mental disabilities of Taichung City Government has included the assistance, such as pre-employment preparation and counseling, empowerment, and support during the employment. However, this study also found that: people with physical and mental disabilities face unequal treatments in workplace in the aspects of educational institution, work arrangement, and talent recruitment channels and they also face the issues of ability and attitude in work performance. This study proposed improvement strategies for policy deficiencies: in the aspect of educational institution: in addition to the flexible strategy of employment proportion of people and physical and mental disabilities, this study also proposed the strategies, such as cultivating the professional abilities of faculties with physical and mental disabilities and developing manpower database; improvement strategies for work arrangement: employers are advised to show more understanding and empathy to people with physical and mental disabilities, as well as actively provide necessary auxiliary data and specific work opportunities; improvement strategies for talent recruitment channels, in addition to improving the hardware environment to enhance employers’ intention to employ people with physical and mental disabilities, it is also advised to improve the protection of job grade and employment opportunities, as well as the counseling of transfer for employers who are no longer qualified as people physical and mental disabilities. The improvement strategies also included: improving a fair working environment, avoiding unequal pay for equal work, and providing people with physical and mental disabilities with employment support windows. For the issues of ability and attitude of people with physical and mental disabilities, people with physical and mental disabilities should develop an active and aggressive learning attitude. In addition to persuading people with physical and mental disabilities with poor performance into improving themselves, employers may also use performance evaluation as a warning, if necessary. Based on the above, this study proposed several suggestions for government units, employment units, people with physical and mental disabilities, and future researchers, respectively. The suggestions included: improving the intention to employ people with physical and mental disabilities, treating them with empathy, putting into practice the support system for people with physical and mental disabilities to stabilize their employment, improving the professional abilities of people with physical and mental disabilities to meet the actual needs of employment units, and implementing performance evaluation to maintain the employability and attitude of people with physical and mental disabilities. Lastly, future researchers are advised to expand the research subjects and investigate different types of disabilities. Hopefully, more complete research can be conducted on employment policies of people with physical and mental disabilities.
